The Department for Communities and Local Government (CLG) consultation paper , sets out proposals for the localisation of council tax benefit (CTB) in England. Citizens Advice is concerned about this for a number of reasons.

Central to these proposals is the replacement of a demand-led scheme where local authorities (LAs) are reimbursed for benefit awarded to all who meet the entitlement criteria) with a cash-limited local pot (where benefit spending must remain within pre-ordained constraints). This is a fundamental qualitative change with profound implications.

The effects of the change will be exacerbated by the proposed overall 10 per cent cut in spending on CTB.
