Citizens Advice believes that the Gypsies and Travellers are amongst the ethnic minority groups which face the most disadvantaged and discrimination in the UK. Much of their disadvantage is in part determined and compounded by their accommodation status, in effect homeless. This unfairness has been exacerbated by a lack of authorised sites and Citizens Advice does not believe, that even with the other policy changes, that local communities will be in agreement to having a new site in their locality. Citizens Advice therefore believes that this new policy is unlikely to lead to many new sites, compounding the existing inequality faced by Gypsies and Travellers and having a negative differential impact on these communities. Citizens Advice would welcome the Government to show leadership, taking a strategic lead to ensure the creation of new sites possibly by placing a duty on local authorities to develop new sites.
