Response to Ofgem consultation on strengthening financial resilience

Ofgem was consulting on amended proposals to strengthen the financial resilience of the energy supply sector. Our response concentrated on its decision to water down requirements on suppliers to protect consumer credit balances. We expressed concerns about the discretionary approach it was proposing, stressing the need for it to adequately monitor and enforce the rules.

Response to Ofgem consultation on extending the Market Stabilisation Charge (MSC) and the Ban on Acquisition Tariffs (BAT)

Ofgem was consulting on whether to extend the Market Stabilisation Charge (MSC) and the Ban on Acquisition Tariffs (BAT) for a further year, and taking powers to extend both measures in future. We expressed support for extending the BAT but reservations on extending the MSC. We suggested Ofgem should be clearer on the conditions that would result in future extensions to the MSC, and should not take powers to extend it indefinitely.

Citizens Advice correspondence regarding the agreement between Bulb and Octopus

The government announced on the 29th October that it had approved a deal between the special administrators of Bulb and Octopus Energy to acquire Bulb's 1.5 million customers. As the statutory advocate for energy consumers, Citizens Advice is obliged to consider the impact on customers of deals of this nature.

Response to Ofgem’s request for feedback on extending the market stabilisation charge

Ofgem was seeking feedback on whether there was a need for some form of Market Stabilisation Charge (MSC) to be put in place after the expiry of the current MSC in March 2023. The MSC reduces the ability of consumers to save money by switching if wholesale energy prices return to more normal levels. We argued that Ofgem should not extend it beyond its current lifespan, and raised a number of methodological concerns regarding the analysis underpinning the policy.
