Citizens Advice response to Ofgem’s consultation: ‘Heat networks regulation: enforcement guidelines and penalty policy’ 232 KB

Citizens Advice welcomes the opportunity to reply to Ofgem’s consultation on heat networks enforcement guidelines and penalties. Heat networks are natural monopolies, meaning consumers can’t switch suppliers if service standards aren’t met. This means it is essential that poor practice and non-compliance are identified and addressed promptly using established enforcement action.

We're broadly supportive of the proposed enforcement guidelines and penalties, which are generally clear and comprehensive. We also welcome the addition of the Deputy Director of Enforcement role, which reinforces Ofgem’s commitment to decisive and timely enforcement. However, there are a few areas where further detail and clarification are needed to improve transparency, accountability and effectiveness.
